Den - Pet Levels?

So one of our weekly quests in our Den is:

Growth Goals
Gain 21 pet levels

What exactly does this mean? We have been gaining personal levels which is harder to do the further you are and I have been training my pet at the Gym.. and it's still at 0. I don't understand what this quest means and how to raise it up. Is this an unintentional weekly quest that got put into the code?

Thank you so much luke ! I appreciate it. Will that one not come up again? Not sure how they are chosen in the code, just wanted to confirm if that's how it was resolved :)

I still see the same 3 goals I had including the Growth Levels. Was that the Happy Cat Clan Den that got updated?

That quest will not come up again. I did not reset the Dens that had that quest but they've now been reset to a new quest.
